Connecting or moving a gas hob or cooker is gas work, and the law says anyone doing it as a business must be Gas Safe registered. Mention a gas hob in your message so it is planned in.
A new circuit for an electric oven or induction hob is notifiable under Part P of the Building Regulations in England. Ask how the electrics will be certified when you get your estimate.

A like-for-like kitchen replacement does not usually need Building Regulations approval in England. New electrical circuits are notifiable under Part P, anyone paid to do gas work must be Gas Safe registered, and new extract ventilation must meet Part F.
